大国关系与全球治理：国际趋势与重大挑战

在当今时代，全球治理面临着日益增长的复杂性和不确定性。欧盟内部的不满情绪及分裂势力萦绕欧洲、俄罗斯与北约组织之间的军事紧张不断升级、朝鲜连续核试验所引发的安全威胁持续扩散，这些迫在眉睫的国际性议题正在重塑当今世界的政治局势。

除此之外，国际社会必须适应长期的全球大趋势，比如经济力量向亚洲的转移、人口变动和城市化、高科技的兴起与影响、资源短缺和气候变化。

大国关系如何在民族主义和民粹主义兴起的浪潮之中继续发展？中国、美国、俄罗斯和欧盟如何就那些迫在眉睫的国际性议题展开合作并提供解决方案？全球大趋势对全球治理意味着什么？国家和社会团体如何预见全球大趋势，并为未来做出准备？

10月30日，清华大学将举办一场公开论坛，邀请斯特普•塔尔博特与约翰·R·艾伦共同探讨全球治理中的重要国际性议题，并探索全球大趋势的影响作用。活动的工作语言为英文和中文，并设有同声传译。

讨论嘉宾介绍

斯特普•塔尔博特于2002年7月就任布鲁金斯学会主席至今。他的职业生涯跨越了新闻、政府服务、学术等领域。在加入布鲁金斯学会之前，他曾任耶鲁全球化研究中心创始主任。1993-2001年，斯特普•塔尔博特于美国国务院任职，起初担任前苏联新独立国家无任所大使和国务卿特别顾问，后任职美国副国务卿七年。

约翰·R·艾伦将于2017年11月就任布鲁金斯学会第八任主席。他是退役美国海军陆战队四星上将、前北约驻阿富汗国际安全援助部队司令。在加入布鲁金斯学会并任21世纪安全与情报中心的资深研究员和联合主任之前，他曾任美国打击伊斯兰国组织国际联盟总统特使。他现任布鲁金斯学会外交政策项目21世纪安全与情报中心安全与策略主席及常驻杰出学者。

主持人介绍

杨锐，CGTN《对话杨锐》栏目主持人。1988年加入中央电视台并随即成为央视首档英语时事栏目《焦点》主持人。1995年，创建英语频道采访组并任制片人。随后担任《今日话题》（Dialogue）、《全球辩论》（Global Debate）主持人兼制片人以及《文明之旅》主持人。在加入中央电视台前，曾任中央人民广播电台世界新闻副主编。

Major powers and global governance: Megatrends and grand challenges

Governance today is faced with increasing complexity and uncertainty. Pressing global issues such as the uprising of separatist forces around Europe spurred by dissatisfaction with the EU, escalating military tensions between Russia and NATO, flaring security threats imposed by North Korea’s constant nuclear tests, and the emerging anti-globalization tides propelled by President Trump’s “America First” policy, are all reshaping today’s political landscapes.

In addition, the international community must adapt to long-term global megatrends such as the shift in economic power to Asia, changing demographics and urbanization, the rise and the effects of advanced technology, resource scarcity, and climate change.

How will major power relations evolve in the face of rising nationalism and populism? How will China, the United States, Russia, and the EU work jointly to provide solutions to the pressing global issues? What are the implications of global megatrends on governance? How do communities and countries anticipate and prepare for the future?

On October 30, Tsinghua University will host a public forum featuring Strobe Talbott and John R. Allen. The panel discussion will start with an analysis of the most critical global issues in governance and then explore the shaping effects of global megatrends. Working language for this event will be English and Chinese with simultaneous interpretation.

About the Panelists

Strobe Talbott is the president of the Brookings Institution. He assumed the presidency of the Brookings Institution in July 2002 after a career in journalism, government and academe. His immediate previous post was founding director of the Yale Center for the Study of Globalization. Before that, he served in the State Department from 1993 to 2001, first as ambassador-at-large and special adviser to the secretary of state for the new independent states of the former Soviet Union, then as deputy secretary of state for seven years.

John R. Allen will become the eighth president of Brookings Institution, effective November 2017. He is a retired U.S. Marine Corps four-star general and former commander of the International Security Assistance Force in Afghanistan. Prior to joining Brookings as senior fellow and co-director of the Center for 21st Century Security and Intelligence, Allen served as special presidential envoy to the global coalition to counter ISIL. Allen is now chair of security and strategy and a distinguished fellow in residence in the Center for 21st Century Security and Intelligence in the Foreign Policy program at Brookings.

About the Moderator

Yang Rui is the host of Dialogue with Yang Rui, the primetime TV news and analysis program on CGTN. Yang joined CCTVNEWS, the predecessor of CGTN, in 1988 and quickly became the co-host of Focus, the channel’s first English language current affairs show. In 1995 he founded the Channel’s English Language Reporting Team and served as the Head of the team. Subsequently he has been the host and managing editor of Dialogue and Global Debate and host of Journey of Civilizations. Prior to joining CCTVNEWS, Yang worked for China National Radio as a sub-editor for world news.
