    Why are U.S.-China relations currently in a downward spiral, and what can be done about it? In Ambassador Blackwill’s judgment, both the U.S. and China are responsible for the deterioration of the bilateral relationship because the two governments currently strive for an illusionary primacy in the Indo-Pacific region. Washington had enjoyed primacy in Asia for five decades and still desires it, whatever it says publicly; whereas Beijing, mistakenly inspired by the alleged long-term U.S. decline, seemed to implement a grand strategy to acquire primacy in Asia. Nevertheless, as attractive as primacy may be in theory, Washington should accept that under foreseeable circumstances and given the variously impressive dimensions of rising Chinese power, the U.S. can no longer maintain the option of broad-based primacy in Asia. At the same time, the United States certainly has its internal and alliance resources, if deployed adequately, to prevent Chinese primacy in the Indo-Pacific.

    Robert D. Blackwill

    Robert D. Blackwill is the Henry A. Kissinger senior fellow for U.S. foreign policy at the Council on Foreign Relations (CFR). He is also the Diller–von Furstenberg Family Foundation Distinguished Scholar at the Henry A. Kissinger Center for Global Affairs at the Johns Hopkins School of Advanced International Studies. His current work focuses on U.S. foreign policy writ large as well as on China, Russia, the Middle East, South Asia, and geoeconomics. As deputy assistant to the president and deputy national security advisor for strategic planning under President George W. Bush, Blackwill was responsible for government-wide policy planning to help develop and coordinate the mid- and long-term direction of U.S. foreign policy.
